The 1985 Narcotics Act amendment rewrote the offences and diversion rules. Under revised section 17, prosecutors had to provisionally shelve cases confined to acquiring or possessing a small quantity for personal use, for two years, subject to the statutory health-related conditions. New section 23a allowed qualifying prison sentences of up to two years to be deferred for necessary medical treatment, with later conditional remission considered after successful treatment. Possession remained criminal: revised section 16's basic offence carried up to six months or a fine. This revised an existing diversion framework.[1]
