After parliament passed the Narcotic Substances Act on 16 April 1997, the deputies Klara Motter, Schmidt and colleagues moved that the government prepare a law exempting the purchase, possession, use, import and export of cannabis for one's own use from punishment. They pointed to the Netherlands, Spain, Britain and the German Constitutional Court's ruling of 1994, and argued that cannabis was less harmful than alcohol or nicotine.[1]
