South Australia starts fining instead of prosecuting
South Australia replaced criminal charges for small amounts and a few plants with an on-the-spot fine, under a law passed in 1986. The Australian Capital Territory and the Northern Territory copied the scheme in the 1990s, and the other states moved to cautions and diversion.
