The High Security Council, chaired by President Abdelmadjid Tebboune, decided on 2 September 2026 to create a specialised drug enforcement body modelled on the US Drug Enforcement Administration and to turn an army barracks at Tanezrouft in the Sahara into a high-security prison for drug traffickers. The presidency announced no legal text or start date. The council also called for the death penalty in every arson case, as the government prepared a broader penal-code amendment.[1]
