Correct Maldives, Kuwait and Japan penalties

The Maldives Drugs Act does not treat 14 g as a use shield. Someone who is not drug-dependent is presumed to be dealing even at 5 g or less, which is fifteen years. Use by a dependent person is three years. The presidency's account of the December 2025 amendment does not change those presumptions. Kuwait's enacted text is Decree-Law No. 159 of 2025, published on 30 November 2025 and in force two weeks later. Article 49 punishes personal possession of a narcotic or psychotropic with up to five years and a fine of up to 5,000 dinars. The schedules that would name cannabis were not in the text that was read. Unauthorised cultivation in Japan is imprisonment of one to ten years. Knowingly providing seeds for that offence is up to five years. Scores stay at 0. The personal-possession and cultivation offences that were read are still imprisonment. Fixes #100, #101 and #102.

+## Maldives
+
+Read the English translation of the Drugs Act (17/2011) hosted by ISSUP, including sections 35, 36, 106, 107, 108, 113, 136 and 137. A drug-dependent person with 5 g or less of cannabis, mixture or resin is presumed to possess it for use. Use is three years. More than 5 g and less than 14 g is presumed peddling (five to ten years). More than 14 g is presumed trafficking (life). A person who is not drug-dependent is presumed to be dealing even at 5 g or less, and dealing is fifteen years. Drug Court eligibility for use or peddling requires dependency, a guilty plea, and no trafficking charge.
+
+Read the President's Office account of the Third Amendment, ratified 6 December 2025. It adds death for bringing more than 350 g of cannabis in on entry, raises the import penalty to 20 years, and takes effect three months after ratification and gazette publication. It does not describe a change to sections 136 and 137. The consolidated amended Act was not opened, and the gazette date was not read, so no commencement day was added.
+
+## Kuwait
+
+Read Decree-Law No. 159 of 2025 on lawskw.com (articles 49, 52, 63 and 84), the Al-Jarida report of 30 November 2025, the Interior Ministry announcement of the same day, and the HFW note of the commencement date. The decree was issued on 24 November 2025, published in the official gazette on 30 November 2025, and takes effect two weeks later. HFW states that day as 15 December 2025. The English government news page timed out and was not opened. Article 49 is up to five years and a fine of up to 5,000 dinars for personal consumption or possession of a narcotic or psychotropic, or ten years and 10,000 dinars in the places the article names. Article 52 lowers that where the substance is on a lighter schedule, and sets three years for cultivating a table 5 plant as an article 49 offence. The schedules that would name cannabis were not in the text that was read. The prosecutor may order up to three months of rehabilitation instead of filing an article 49 case. That is not an immunity for anyone who asks for treatment first.
+
+## Japan
+
+Read the current e-Gov text of Act No. 124 of 1948. Article 24(1) is imprisonment of not less than one year and not more than ten years for unauthorised cultivation. Article 24(2), cultivation for profit, is imprisonment of not less than one year, or that imprisonment and a fine of up to 5 million yen. Article 24-4 punishes knowingly providing raw materials, including seeds, for that offence with up to five years. Articles 18 and 24-6 punish a licensed cultivator who transfers seeds that can still germinate, outside the stated exceptions, with up to three years or a fine of up to 500,000 yen, or both. The definition of cannabis still excludes the seed and the mature stalk. The MHLW visitor sheet timed out and was not opened. No new history entry was added: the page does not give a separate commencement day for article 24.
