Changelog 7bb2ec3

Fixes #23 and #24. Small possession in China may add a fine of up to 3,000 yuan, and Nepal's one-month sentence is for use, not for storage.

+# China visitors and Nepal possession bands, 23 October 2026
+
+Issues #23 and #24. Scores were left unchanged. No history events were added.
+
+## China
+
+The 2025 Public Security Administration Punishments Law on Wikisource, in force from 1 January 2026, Article 84: 10 to 15 days' detention, and a fine of up to 3,000 yuan may be added; a lighter case is up to 5 days' detention or a fine of up to 1,000 yuan. The acts include holding a small quantity of a drug other than the named opium and heroin amounts, supplying a drug, and using a drug. Beijing's 2026 penalty guidance, item 113, restates the same ceiling.
+
+The National Immigration Administration English text of the Exit and Entry Administration Law: Article 62 says foreigners may be repatriated, including where they need to be repatriated for violating other laws, and repatriation bars return for one to five years. Article 81 says a foreigner who violates Chinese laws and is no longer eligible to stay may be ordered to leave within a time limit. Deportation by the Ministry of Public Security is stated for a serious violation of that exit-and-entry law which is not a crime, and it bars return for ten years. Later amendments to those two articles were not separately checked. The Supreme People's Procuratorate page cited in the issue timed out.
+
+## Nepal
+
+Section 14(1) was read from the government consolidation PDF of the Narcotic Drugs (Control) Act, 2033. Its header lists amending acts through 2072. Use of cannabis is up to one month or a fine of up to 2,000 rupees. Producing, preparing, buying, selling, distributing, importing, exporting, transporting or storing cannabis: up to 50 grams, up to three months or up to 3,000 rupees; from 50 grams to 500 grams, one month to one year and a fine of 1,000 to 5,000 rupees; from 500 grams to 2 kilograms, six months to two years and 2,000 to 10,000 rupees; from 2 to 10 kilograms, one to three years and 5,000 to 25,000 rupees; 10 kilograms or more, two to ten years and 15,000 to 100,000 rupees. The 50-gram and 500-gram figures are written into both neighbouring bands. Up to 25 plants is up to three months or up to 3,000 rupees; more than 25 plants is up to three years or 5,000 to 25,000 rupees.
+
+The Ministry of Home Affairs explainer page returned a gateway error, so it was not used. The Department of Drug Administration PDF timed out. No sentencing-frequency source was read, so possession stays at 1 and enforcement at 2.
