It grants nothing to people who use cannabis without one, whose position had been settleddoes not by earlier lawitself establish that patients could obtain THC medicines in 2022. The later registration rules require prior approval for ordinary finished products, while providing separate personal-import and court practicepharmacy-compounding routes. Operating patient supply has not been verified, so this enactment is recorded without an access-score increase.[@2] The total moves[Costa Rica profile](/country/cr/) distinguishes these permissions from 25 to 26pharmacy stock. It retains the limited medical status and records access at zero pending evidence of a working THC supply route.

Six years after banning cannabis, Egypt put a tax on importing it. The two rules stood si … 1874 a tax was imposed on cannabis imports, although possessing the drug remained illegal.[@1] A government that taxes a thing expects it to arrive. The tax was an admission that the ba … ia: register it, license it, tax it openly. A law was drafted and never put into effect. India taxed cannabis fromBengal’s Board [recommended taxation in 1798](/history/india-bhang-tax-1798/) without banning it rather than total prohibition. Egypt banned The commission’s later account reproduces that advice; it and taxed it anywaydoes not establish when a particular tax began. Neither country stopped people using it[@2] Egypt combined prohibition with an import tax, but only one of themand later asked the rest of the world to adopt its prohibition policy, at [Geneva in 1925](/history/geneva-opium-convention-1925/). The index lists the tax for context; it moved no score for [Egypt](/country/eg/).

## Egypt article cross-reference (#145, reopened)

Read the reopening comment: the homepage fix was correct, but
`articles/egypt-import-tax-1874.md` still claimed India taxed cannabis from 1798.
Read paragraph 556 of the Indian Hemp Drugs Commission's report in the existing
local chapter transcription and the [NLS scan reproduced by New Revenue](https://newrevenue.org/wp-content/uploads/2017/08/ihd-vol-1-pages-263-282-or-so74464868_53_72.pdf),
printed p.267. It reproduces the Board's advice of 29 May 1798, not an enacted
1798 tariff. Replaced the Egypt comparison with that precise recommendation and
added a direct source. A corpus-wide regression now guards the residual claim,
in addition to the existing homepage assertion. No score or history change.
The original chapter website timed out; the previously saved transcription and
PDF reproduction were readable.

## Costa Rica medical supply (#159)

Read the following primary material:

- [Health Ministry announcement, 23 June 2025](https://www.ministeriodesalud.go.cr/index.php/prensa/62-noticias-2025/2162-costa-rica-inicia-registro-de-productos-medicinales-a-base-de-cannabis-con-thc): applications open; pharmacy access follows approval.
- [Decree 44917-S, RTCR 515:2024](https://www.pgrweb.go.cr/DOCS/NORMAS/1/VIGENTE/D/2020-2029/2025-2029/2025/1969D/173FBA.HTML): sections 6.1.3, 8.4, 9.1 and 10.1.1 distinguish ordinary finished-product registration, personal import authorisation, non-sterile pharmacy compounding and prescription dispensing.
- [Health Ministry's 2026 registration instructions](https://ministeriodesalud.go.cr/index.php?catid=81&id=2553&option=com_content&view=article): current applications/material notifications and implementation guidance, not an approvals or stock list.

The [Diario Extra report](https://www.diarioextra.com/noticia/medicinas-con-marihuana-se-pueden-vender-en-c-r/)
quotes the registration unit about no applications for conventional medicines.
Its page displayed 7 October while the search index displayed 1 October 2026;
no precise date from that conflict is added to history. That category is not a
complete count of specialised medicinal-cannabis approvals. The MEDEC FAQ was
also retrieved, but its current text did not corroborate the pharmacy-pending
quotation in the issue, so it is not used for that claim.

No comprehensive public approval count or named approved and dispensed THC
product was verified. This does not prove that every exceptional patient route
is unavailable. The profile now describes the conditional finished-product
route, the individual unregistered-import authorisation and the compounding
exception, with no promise of stocked medicines.

Score review applies DATA-MAINTENANCE's operating-access rule: the existing
access 1 and the 2022 score increase were justified solely by enactment. Correct
access to 0 pending evidence of a working THC patient-supply route, retain
`medical: limited`, and remove the 2022 `before` with an explicit `unscored`
reason. This is a correction to unsupported scoring, not a new 2026 legal
restriction. Earlier Costa Rican score vectors remain unchanged. The 2022
article's final section now explains this distinction. A custom buy answer
prevents generic medical-availability guidance.

## India state restrictions (#180)

The final open-issue search found #180, concerning leaf-only bhang. Read the
[Law and Judiciary Department’s 21 May 2025 consolidation](https://cdnbbsr.s3waas.gov.in/s36a4cbdaedcbda0fa8ddc7ea32073c475/uploads/2025/09/202509291714459013.pdf),
linked from its official document page. Web PDF retrieval timed out, but a direct
download and local text extraction succeeded. Sections 2(23), 11, 14, 48 and
66(1)(b) establish the definition, prohibitions, authorisations and use penalty.
Read NDPS section 2(iii)(b) in the existing statutory reproduction: the leaves/seed
exclusion is conditional on absence of flowering/fruiting tops. This federal
exclusion does not establish nationwide bhang permission.

Updated summary, possession, consumption, access, visitors and quick answers.
Licensed outlets in some states remain explicit; Maharashtra’s unauthorised
possession/use restrictions and first-use maximum are stated separately.
Purchasing in one state supplies no automatic right to cross state borders with
it. National scores, death-penalty status and the visitor category are unchanged:
the state exceptions are described rather than erasing actual licensed supply.
No new legal event is invented in 2026. A regression covers the federal/state
scope and the visitor/answer qualification.

## Validation

Answer/profile and history tests, score-chain inspection and a full production
build cover the final edits. Generated Costa Rica profile/API/FAQ and panel
exports show access 0; the 2022 history page has no score step. The Egypt article
renders the corrected recommendation with its new reference. Unrelated work
and the source archive are excluded from this commit.
