history: strengthen Uganda 1902 ban entry with 1902 Hobley survey

Adds a read primary source (Hobley, Eastern Uganda ethnological survey, via Internet Archive) and a cited context sentence on home-grown bhang use in gourd water-pipes. No scores or timelines changed. YAML parses, history:test 40/40, full build 4275 pages. Stages only my hunk; concurrent-writer edits left untouched. See docs/research/history-uganda-1902-hobley-2026-10-26.md.

The Uganda Protectorate bans cannabis

description

The British colonial administration prohibited producing cannabis in any form, naming bhang, ganja and charas.[@1] A British ethnological survey the same year recorded bhang grown for home consumption and smoked in gourd water-pipes, by men and unmarried women, with married women and young fighting men excluded.[@2]

# Research pass: Uganda 1902 entry strengthened; Syria/Tunisia/Guatemala deferred

Research checked on 26 October 2026. No new article this pass: the three
Wiki-only backlog candidates investigated (Syria 1943, Tunisia 1875,
Guatemala 1932) yielded no readable ban text, and per the sourcing standard
no article was written from weak sources alone.

## Uganda 1902 (pop 51M): entry upgraded, article still blocked

`uganda-ban-1902` gains a second source and a context sentence, both cited
per-sentence ([@1] ban, [@2] use). Description now records what the ban
landed on: a 1902 ethnological survey describing home-grown bhang smoked in
gourd water-pipes by men and unmarried women, with married women and young
fighting men excluded.

Source actually read:

- Charles William Hobley, "Eastern Uganda, an Ethnological Survey",
Anthropological Institute of Great Britain and Ireland, 1902, via
Internet Archive full text (`easternugandaan00hoblgoog`): tobacco and
bhang grown for home consumption; bhang always smoked in a hubble-bubble
or water-pipe made from a gourd; men and unmarried women smoke, married
women excluded; in some groups only men, with young fighting men barred.

Still missing: the ban instrument itself. The quoted definition (opium to
include bhang, ganja, churus/churns, chandoo natron) is cited on Wikipedia
to *British and Foreign State Papers*, HMSO 1905, p. 928 (vol. 95/96, not
on archive.org — only vols 94/98/100 are). Blocked routes: NZLII-style
hosts 403 (OUP article, NZLII, HathiTrust, Google Books API quota),
KenyaLaw 202 bot-wall, Nkumba thesis server timeout, LSE working-paper PDF
served corrupt (identical broken bytes twice), Sensi Seeds Tunisia page 404.
The parallel 1 April 1902 East Africa Gazette (kenyalaw) carries near-identical
wording but is the wrong protectorate, so it was not used.

## Deferred with findings

- Syria 1943: only Wiki echoes plus a dead "Intoxicating Zion" PDF link.
Plausible primaries (French mandate arrete, 1943 Allied crop destruction,
  League mandate reports) not located.
- Tunisia 1875: Duvall (unread book) stands; the chain 1875 → 1884 decree →
1890 monopoly → 1939 decree → 1953 ban is internally consistent, so no
contradiction with the 1953 dating found in press sources. Article still
  needs the book.
- Guatemala 1932 (Decree 1331, "plantas letales"): only Wiki mirrors.
- Uganda article: blocked until the 1902 ordinance text is read.

## Verification and tree note

YAML parses; history:test 40/40; full build 4275 pages. Committed: only my
`uganda-ban-1902` hunk of `changes.yaml` (patch-filtered staging) plus this
note. The shared tree keeps gaining the concurrent writer's edits (Costa
Rica/Egypt articles, country files, maintenance log, test additions) — all
left untouched.
