# Research pass: Puerto Rico 1932 first-ban article

Research checked on 26 October 2026. Backlog item `pr-first-restriction-estimate`
(pop 3M, step 89) cleared with a new properly sourced article plus an entry
upgrade. No scores, profiles or timelines changed.

## What was verified (all sources actually read)

New `articles/pr-first-restriction-estimate.md` (360 words, per-sentence
citations, all three sources cited; history:test 40/40, answers:test 39/39,
full build, rendered page shows all three reference marks).

- Acts and Resolutions of Puerto Rico, 1935 (1934 session), via Google Books
snippet API (the official session-law volume, Equity de Puerto Rico):
Act No. 51 of 13 May 1934 (pp. 158–159, English and Spanish) recites 1932
Act 12 by its full title — "AN ACT TO PUNISH THE PLANTING, IMPORTATION,
PURCHASE AND SALE OF MARIJUANA" — and approval date 19 April 1932, and
confers exclusive jurisdiction on the district courts; 1935 Act No. 26
 (p. 159, Spanish section 2) extends the rule to manufacture,
transportation, possession, use, purchase, sale, transfer and gift of any
marijuana cigarette or cigar; index pp. xvi, 625. This also settles a
numbering conflict: the act is No. 51 (as the DPR opinion and our 1934
entry say), not No. 61 (Wikipedia's number).
- Wikipedia Cannabis in Puerto Rico (read today): Act 12 title, one-month to
one-year jail range, 1934 alignment with the Uniform State Narcotic Drug
Act, 2013 decriminalisation failure with El Nuevo Día polling (26/70/4),
 governor's medical executive order.
- Puerto Rico Narcotics Act 48-1959 (official OGP PDF, read via pdftotext):
prison of no less than five nor more than twenty years plus a fine of up
to $20,000, with the same range for a second offence — verifying the 1959
 entry's figures independently.

Entry `pr-first-restriction-estimate` gains the session-law source and
per-sentence citations; description text otherwise unchanged.

## Still blocked (not forced)

- Uganda 1902 ordinance text (BFSP vol. 95/96 still not digitised accessibly).
- Syria 1943, Tunisia 1875 (needs Duvall book), Guatemala 1932 (needs decree text).

## Tree note

Staged only my `pr-first-restriction-estimate` hunk (patch-filtered) plus
the article and this note. Left untouched: concurrent-writer edits and
whatever staged `source-archive.json` (not mine).
