# First-ban articles: Soviet 1934 decree, California 1913, Punjab 1914

Research checked on 26 October 2026. Read `DATA-MAINTENANCE.md`, `WRITING.md`,
`BOOKS.md` and the three history entries with their profiles before writing. No
book was used. No `changes.yaml` entry was added, corrected or re-scored; three
articles were added for entries that topped `npm run articles:backlog` without
one. No profiles, scores or score timelines changed.

## Articles added

- `articles/uzbekistan-soviet-ban-1934.md` — the Union decree of 27 October 1934
(No. 110/2466) prohibiting sowing of Indian hemp and the opium poppy except
for medical/scientific needs, with criminal liability and confiscation, in
force from 1935. Covers the shared first-ban event filed under Russia,
Ukraine, Belarus, Moldova, Georgia, Armenia, Azerbaijan, Kazakhstan,
  Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
- `articles/us-state-bans-1913.md` — California's 1913 Poison Act amendments
(in force 10 August 1913), the pharmacy board's campaign, the 1911 Finger
letter and the 1915 prescription patch, as the start of the state-ban process.
Adds one journal source to the entry's own two.
- `articles/pakistan-punjab-excise-act-1914.md` — the licensed excise trade in
bhang, charas and ganja, the 1915 Baluchistan follow-up, and the line through
the 1931 and 1949 acts to the 1979 prohibition.

## Sources actually read

- [USSR decree of 27 October 1934 reproduced by Istmat](https://istmat.org/node/42491):
Russian original of the 1934 collection, articles 1–7. Article 1 bans sowing
except for crops exclusively covering USSR medical/scientific needs; articles
2–4 set the yearly area and permit system; article 5 orders criminal liability
with mandatory confiscation and republic code amendments; article 6 commences
the decree in 1935; article 7 repeals the 1927 poppy measure. Signatures
Kalinin, Molotov, Yenukidze. Read in full on 26 October 2026.
- [California NORML: The Origins of California's 1913 Cannabis Law](https://www.canorml.org/the-origins-of-californias-1913-cannabis-law/):
Dale Gieringer's summary (revised January 2024) of his 1999
peer-reviewed article. Read in full: board campaign, 1875/1907 measures,
  Finger's 2 July 1911 letter, Wright's reply, loco-weed, unanimous passage,
10 August 1913 commencement, the section 8/8(a) miswording, the corn-remedy
exception, no evidence of use against medicine, and the 1915 patch. The 1999
journal article (26(2), pp. 237–288) is added as a print source; the journal
text itself was not re-read beyond the author's summary.
- [Balochistan Excise Regulation, 1915 (Baln Regulation I of 1915)](https://balochistan.gov.pk/wp-content/uploads/2024/09/The-Balochistan-Excise-Regulation-1915-1915.pdf):
official PDF read via `pdftotext` on 26 October 2026. Intoxicating-drug
  definition (fruiting tops as bhang/siddhi/ganja, charas resin, mixtures);
  licence requirements for manufacture (s. 13) and sale (s. 17); hemp-plant
cultivation offences; licensee duties. Used for the regulation's own
provisions and as corroboration of the 1915 follow-up.
- The Missouri 1889, Tax Act 1937, Pakistan 1931/1949/1979, Uzbekistan 1987 and
1995 entries are linked as already-sourced context from the country's other
entries, per `WRITING.md`; their sources were not re-read.

## Not verified in this pass

- The Punjab Excise Act, 1914 text on India Code
  (`indiacode.nic.in/.../6_the_punjab_excise_act_1914.pdf`) could not be
opened here (`curl` failed with no response); claims about the 1914 Act rest
on the entry's checked source and the Baluchistan regulation read now.
- The Iraqi Legislation Database page for Law 12 of 1933 returned 403 to
scripted fetch, and the citing Al-Mansour journal page rendered only its
issue listing, so no Iraq article was attempted; `iraq-hemp-cultivation-law-1933`
stays at the top of the backlog.
- The New Zealand legislation site answered 202 (bot check) to scripted fetch;
  no NZ article was attempted.
- Scores, profiles and timelines are untouched. The India chain warning
(`india-ndps-act-1985` starting below the unregulated state) is pre-existing
  and unchanged.
