The Punjab Excise Act consolidated the law on importing, transporting, making, selling and possessing intoxicating liquor and drugs, cannabis among them, so that they could be bought only from licensed vendors. Baluchistan followed with its own excise regulation in 1915. Pakistan kept this licensed trade after independence until General Zia's prohibition order closed the shops in 1979.[1][2]
