Flower and resin are criminal nationwide, with small quantities up to one year and repeat trafficking open to discretionary death. Leaf-only bhang falls outside the NDPS cannabis definition and is sold in licensed shops in states such as Uttar Pradesh and Rajasthan, but state law differs and Maharashtra restricts it.[@ndps,hg,boom,maharashtra2025,cbn]
