# Italy's 1954 narcotics law — 20 October 2026

Added an article, clarified the existing 1954 event and added one unscored 1976
procedural event concerning the replacement of its confinement provisions.

## Evidence and limits

- Visually read the complete Law 1041 in the original 12 November 1954 gazette,
printed pp. 3690–3695 (PDF pp. 2–7). The scan has no useful text layer; page
images were used. Also read the official HTML reproductions of Articles 3,
 4, 6, 16, 18, 25 and 26. Article 6 contains no personal-use exception, but a
shared penalty range does not establish identical sentences in actual cases.
- Article 8 expressly mentions Indian hemp in reporting requirements. Article
3 calls for a published list; the article does not pretend the statute itself
supplies an exhaustive list or establishes a first-ever cannabis prohibition.
- Read Normattiva's original commencement record: 27 November 1954. Preserved
the existing event's 22 October instrument date, while distinguishing
publication and commencement in its description.
- Read the complete Constitutional Court Order 224/1976 in the official gazette.
It records the 1975 repeal with its central-office exception and returns the
confinement case for reconsideration of relevance. It does not strike down
Article 21, decide the defence-rights challenge or legalise cannabis.
- A consolidated 1975 law hosted by the Interior Ministry was consulted as a
lead. It contains 1990 amendments and was not used to backdate revised text.
An original 1975 gazette was downloaded but not read in this pass. The account
of repeal rests on the original 1976 court order, not that unexamined scan.
- The pre-existing Order 59/1977 citation was retained in the event, but could
not be loaded from the Court's portal. It is not an article source or the
basis for a new claim. No enforcement rates or actual medical availability
were inferred from statutory permissions. No profiles, scores or score
baselines changed; the existing score vector was preserved without revalidation.

## Verification

Baseline: `tmp/history-italy-1954-2026-10-20/changes-before.yaml` (ignored).
Check preservation except the intended 1954 title, description and source
additions; validate article metadata and links, build and inspect generated pages.

Results: all 2,638 baseline records retained except the intended 1954 title,
description and source changes, with every score vector unchanged. One unscored
event added. Article checks passed: 419 words, three sources and valid internal
event links. The first build caught an unsupported `judgment` source type;
changed it to the schema's `other` and rebuilt successfully (3,329 pages,
32.52 seconds). Both generated event pages, article headings, internal links,
primary-source links and exported dates verified. Staged and unstaged whitespace
checks passed. Totals: 2,639 events and 574 articles. Earlier work and unrelated
environment-example and archive-script changes were preserved.
