President Gurbanguly Berdimuhamedow signed an amendment on 3 February 2015 adding a second paragraph to article 4 of the narcotics law: amnesty would not apply to anyone convicted of a drug-trafficking offence. The 2017 replacement law kept the rule in article 4(2), so drug sentences, including cannabis supply, stayed outside presidential amnesties. The change affected people already convicted rather than the definition of the offence.[1][2]
