Türkiye allows dismissal of personal-possession cases after treatment and probation

Law 5560 rewrote Penal Code Article 191, retaining one to two years in prison for buying, accepting or possessing drugs for personal use, including cannabis. Before judgment, courts could order treatment and probation for users, or probation for people who possessed drugs for use without using them. Compliance required dismissal of the case; otherwise trial resumed. A separate route allowed qualifying convicted users to complete treatment and probation with their sentence deemed served. This revised an existing treatment framework rather than legalising possession.[1][2]
