The Narcotic Drugs Penalty Code of 1968 had set a maximum of six years for sale. In 1969 penalties for the gravest offences rose and police drug units grew about fivefold; in 1972 the maximum became ten years. In 1981 the ceiling for ordinary offences went from two years to three and the minimum for serious ones from one year to two.[1]
