Act 1981:1243 took effect alongside the new Social Services Act. It extended the compulsory-care framework to both alcohol and narcotic misuse. The original framework required an urgent care need arising from ongoing misuse, with voluntary or other care insufficient and additional statutory risk conditions met. It was a care law for qualifying serious cases, not an automatic detention rule for everyone who used cannabis. Parliament's 1982 committee report confirms the 1 January commencement.[1][2]
