Ceylon published a proposal to let licensed dealers in poisons import, possess and sell cannabis under the rules governing their trade. Acting Attorney-General J. H. Templer explained that the 1905 ban had omitted permission for chemists to handle cannabis even though its medicinal usefulness was acknowledged. The draft would keep the prohibition on growing it.[1]
