The NDDCB historical chronology dates passage of Poisons, Opium and Dangerous Drugs Ordinance No. 17 to 1929, following a bill tabled in 1927. It says the measure was not proclaimed because implementation difficulties were anticipated. The record distinguishes enactment from the later amendment and operation of the consolidated framework.[1]
