Lucia Žitňanská proposed that a first possession of a small amount be a misdemeanour and only a repeat within twelve months a crime, with a limit of one gram for cannabis. Her proposal failed, and so did a more cautious one by her successor; a coalition party objected that demand for drugs would rise. At the time even one joint could bring a prison sentence.[1]
