Myanmar's first national drug-control policy proposed replacing compulsory treatment with voluntary services, expanding harm reduction and treating drug users as patients. Developed by the drug-control committee with UNODC support and civil-society consultation, it also recommended considering repeal of drug-related death sentences. The policy followed a legal amendment that still allowed compulsory treatment and kept prison penalties for unauthorised possession.[1][2]
