The Philippines' first drug ban targets opium, not cannabis

The American-run Philippine Commission passed an Opium Act that registered habitual Chinese users, licensed opium dispensaries and phased out non-medical opium by March 1908; cocaine and eucaine were restricted at the same time. The Act did not mention cannabis. The first national marijuana statute came in 1953, when the Narcotic Drugs Law taxed and registered marijuana transactions and declared its cultivation against national policy.[1][2]
