Burma's ganja ban gets a statutory footing

The Excise Act of 1881 (Act XXII of 1881) gave the Burma prohibition a statutory basis. The Government of India had accepted the Chief Commissioner's 1878 argument for keeping the absolute ban, and the Act's Burma provisions followed. The prohibition had already been enforced since 1873–74, so the Act codified practice rather than changing it.[1]
