Congressional Bill 23-205 would rewrite Title 11 chapter 11 to drop Trust Territory, Director and federal-law references and add substances for the Behavioral Health and Wellness Program. It was reintroduced as C.B. 24-41 on 11 August 2025. It was a modernization bill, not legalisation, and did not appear in the public-laws tables by October 2026.[1][2]
