Article 73 of the 1917 Constitution required the federal Congress to design a campaign against alcoholism and against the sale of substances that poison the individual and degenerate the race. Drug control passed from local authorities to the national government, and the decree banning marijuana followed in 1920. The clause is still in the constitution, with the wording changed to degenerate the human species.[1]
