Libya redefines trafficking: even one act or a small quantity counts
Law 23 of 2002 amended Law 7 of 1990. Its new Article 35 bis says intent to traffic is established even for a single act, a small quantity, or when the offender cannot prove another purpose. Article 34 keeps death or life imprisonment for trading in drugs.
