Indonesian agencies sign a joint regulation on rehabilitating drug users

The head of the Supreme Court, the ministers of justice, health and social affairs, the attorney general and the heads of the police and the National Narcotics Board signed a joint regulation on sending drug users, including suspects and convicts, to rehabilitation. Like the Supreme Court circular before it, which treats a person with no more than 5 g of cannabis as a user, it works inside the framework of punishment; the Transnational Institute describes both as de-penalisation, with a judge's decision resting on an assessment team whose advice police investigators often ignore.[1]
