Gambia’s drug agency calls for treatment and alternatives to prison

The drug agency’s five-year plan called for rehabilitation facilities, counselling, skills training and alternatives such as community service for young and first-time offenders. It described a system dominated by punishment, with burdensome fines and limited help during and after imprisonment. The plan proposed a review of drug laws after the 2014 first-offender reform.[1][2]
