Ecuador's first drug law, the 1970 Law on Control and Supervision of Narcotics Trafficking, treated users as patients: anyone found under the influence went straight to hospital for a dependency assessment, and those found dependent stayed in a medical facility until they completed rehabilitation.[1] Enforcement aimed highest at growing plants for processing and at precursor chemicals, with pharmacies supervised and little attention to informal trafficking.[1] The law was reformed in 1972 and 1974.[1]
