Ecuador's 1970 narcotics law treats users as patients

The Ley de Control y Fiscalización del Tráfico de Estupefacientes ordered that anyone found under the influence of illicit drugs be taken to a hospital and, if dependent, kept in medical care until rehabilitated. Its penalties centred on growing plants that yield controlled substances and on pharmacy controls.[1]
