Article 364 of the constitution declared addictions a public-health problem and required prevention, treatment and rehabilitation for occasional, habitual and problematic users, whose criminalisation or deprivation of constitutional rights it prohibited. This constitutional protection coexisted with criminal possession provisions and disputed enforcement; it did not establish a legal cannabis market.[1][2]
