A national committee chaired by the prime minister was tasked with coordinating drug policy, prevention, public information and monitoring supply and demand. President Ismaïl Omar Guelleh created it after recommendations from a 1999 youth conference. Health, education, justice, police and gendarmerie representatives were brought together, with a secretariat charged with collecting and publishing drug-policy information.[1]
