Cannabis, hashish, cannabis resin and khat leaves were expressly barred from entering Djibouti's free zones. The decree otherwise opened those zones to goods of any origin, broad commercial activity and extensive tax and customs exemptions. The drug exclusion kept these substances outside the commercial privileges offered to zone businesses.[1]
