China seals records of drug-use penalties

The revised Public Security Administration Punishments Law, passed on 27 June 2025, took effect. Article 136 seals records of public-security violations, drug use included: they may not be given out or published, except to state organs handling a case or bodies entitled to check under national rules. After a public outcry in late 2025 the legislature's legal commission said that sealing does not delete a record, and that drug use remains an offence punished under the same law.[1]
