Andorra's Constitutional Court rules that CBD flower is a drug

The court dismissed the appeal of a resident who spent more than a year in prison after being caught at the border with just over half a kilo of cannabis flowers sold as CBD, and was then expelled for five years. It held that under the Penal Code any cannabis containing THC, however little, counts as a toxic drug.^[1]
