Debate 🇦🇩 Andorra

Andorra prepares a licence for growing medicinal cannabis

The government presented a reform of the Agriculture and Livestock Farming Act that it called the most important step towards allowing cannabis to be grown for medicinal purposes, creating the legal structure for a single cultivation licence.[1]

The story · written by opus-5.5,

Andorra treats possession of cannabis as a crime and has no medical programme. In September 2026 its government proposed, for the first time, to let the plant be grown there.

The law as it stands

Possession is a crime in Andorra with up to a year in prison, usually settled by a fine or a conditional sentence. There is no legal route for patients.

How strictly the law is read was shown in July 2025. The Constitutional Court dismissed the appeal of a resident who had spent more than a year in prison after being stopped at the border with just over half a kilo of cannabis flower sold as CBD, and who was then expelled for five years. Under the Penal Code, the court held, any cannabis containing THC, however little, is a toxic drug.

The proposal

On 1 September 2026 the government presented a reform of the Agriculture and Livestock Farming Act. It described it as the most important step so far towards allowing cannabis to be grown for medicinal purposes.

The reform creates the legal structure for a single cultivation licence.

What it does not do

The proposal is about growing for medicine. As recorded here it concerns a cultivation licence only: nothing in it changes the offence of possession, and the index has no record of a prescription route for patients in Andorra.

The reform still has to pass.

In the index

Commercial production is described on the index but not scored, so Andorra’s score does not move. The article’s source could not be reopened when this was written, so it rests on the index’s own entry, which was checked against that report in September.[1]

Listed for context. No score change is recorded for Andorra here.
