Abkhaz prosecutors say harsher drug penalties have not curbed cases

Prosecutor’s-office official Daur Amichba proposed a central drug-control body, saying harsher penalties had not significantly reduced drug cases or the number of users.[1] He named hemp cultivation as a factor in drug availability and said enforcement mostly reached consumers and small dealers.[1] The proposal followed the capital-penalty changes and preceded the Supreme Court’s later instructions on evidence and sentencing.[2][3]
