history: upgrade Guatemala 1932 decree with 1935 police memoir

Decree 1331 dated to February 1932 from the official police memoir's decree list: penalties for cultivating lethal plants and trafficking, naming Indian hemp and marihuana. Adds a documented 1935 enforcement case and drops the Wikipedia citation. Snippet-level read of the primary is recorded in the research note; full decree text still wanted.

# Guatemala 1932: Wiki-only decree upgraded with the 1935 police memoir

Research checked on 27 October 2026. Read `DATA-MAINTENANCE.md`, the entry,
the Wikipedia wikitext (used only as a lead to its cited source), and the
cited primary itself through the Google Books volume text search. No scores,
profiles or other timelines changed.

## What changed

- `guatemala-decree-1331-1932`: date refined 1932 to 1932-02; title and
description rewritten. The decree set penalties (not just classification)
for cultivating lethal plants, preparing soporific principles, and
introducing/transporting/trafficking them, naming Indian hemp and marihuana
with poppy and opium. Added a documented enforcement case from the same
memoir (Muñoz Salazar). Wikipedia citation dropped; the official memoir is
now the sole source, with per-sentence citations.

## Source actually read

- Guatemala, Dirección General de la Policía Nacional, *Memoria de los
trabajos realizados* (Tipografía Nacional, 1935; Google Books
id J_hWAAAAYAAJ), via the volume's text search, which returns the primary's
own words: p. 123 decree list ("1331. - Penas por el cultivo de plantas
letales y preparación de sus principios soporíferos, su introducción,
transporte o tráfico (cáñamo indiano, marihuana, adormidera, opio,
etcétera)", February 1932); p. 21 (David Muñoz Salazar grew marihuana and
prepared its derivatives with two accomplices; Enrique Gándara detained in
  Parque Central).

## Honest limitations

- Full-page images are blocked (placeholder returned), so this is a
snippet-level read of the primary, not a full-page read; the locator says
so. Penalty amounts and the exact February day (column digits jumbled in
snippets) were not recovered — the decree's full text remains a hunt for
the Diario de Centro América archive.
- A 1970 Guatemalan Health Code decree filed with the UN (E/NL.1975/42, read)
confirms the "marijuana or Indian hemp" vocabulary in later law but carries
  no 1932 history; not cited.

## Validation and tree note

- Chain `gt`, `history:test`, `answers:test`, production build and the
rendered Guatemala history page to be run before commit.
- Commit stages only this entry's hunk plus this note, via patch filtering
without stashing. Foreign work in the shared tree stays untouched.
