Cannabis Freedom Index

Changelog 0e5b4a7

history: Finland 1966 now rests on prosecutor guidance and read chapter

Replaces the Finnish Wikipedia citation with the Prosecutor General's VKS:2006:1 guidance (read via archive) for the 1966 first-criminalisation fact; the open-access Hakkarainen/Kainulainen chapter (read) now backs the 1971 vote detail too. Research note records the still-open 1966 decree number and the Uganda BFSP / Austria RIS dead ends.

# Finland 1966: official guidance replaces Finnish Wikipedia; Uganda and Austria hunts stall

Research checked on 27 October 2026. Read `DATA-MAINTENANCE.md`, the Finland
entry, the Hakkarainen & Kainulainen 2021 chapter (downloaded open-access PDF,
read the opening), and the Prosecutor General's VKS:2006:1 guidance (read via
the archived page). No scores, profiles or other timelines changed.

## What changed

- `finland-ban-1966`: second sentence rewritten to state only what read
sources support (drug use first punishable 1966; full criminal-law control
with the 1972 Act). The open-access chapter now backs the 1971/1972 vote
detail too (92-80 defeat after lots). Finnish Wikipedia dropped; the
Prosecutor General's guidance is now the 1966 source.

## Still open: the 1966 instrument's number

Finnish Wikipedia asserts criminalisation "asetuksella" (by decree), but the
decree number was not recovered: the relaunched Finlex serves only app shells
(search, 1966 collection listing, ELI-style statute URLs all return JS
shells), the German Suchtmittelgesetz article traces Austrian/Finnish law no
earlier than later acts, and the police-history and prosecutor pages confirm
only the year. Next leads: a pre-relaunch Finlex snapshot in the Wayback
Machine, or the 1966 Suomen säädöskokoelma volume in print.

## Dead ends recorded (no entry changes)

- Uganda 1902: Wikipedia's ordinance claim cites *British and Foreign State
  Papers* vol. 95 (1901-1902, publ. 1905), p. 928, with the opium definition
covering bhang, ganja, churus and chandoo natron. The volume was traced to
HathiTrust (hvd.hj131q) but full text is Cloudflare-gated; no Internet
Archive copy found under a matching identifier; Google Books API quota
exhausted; the OUP comparative-law article is paywalled; Wikisource has no
transcription. The BFSP vol.95 p.928 lead stands for a future hunt.
- Austria 1928: RIS serves "Dokument nicht gefunden" for the 1946 ELI form and
PDFs hit bot checks; ALEX likewise gated; German Wikipedia's
Suchtmittelgesetz history starts with later acts. The entry's existing
honesty note ("domestic rules not read, size uncertain") stands.

## Validation and tree note

- Chain `fi`, `history:test`, `answers:test`, production build and the
rendered Finland history page to be run before commit.
- Commit stages only this entry's hunk plus this note, via patch filtering
without stashing. Foreign work in the shared tree stays untouched.
