Lithuania publishes a higher prison maximum for unlawful large-scale cannabis cultivation
Only the large-quantity maximum rose, with non-custodial alternatives retained and small growing untouched, so no segment level changes.
Changelog e5b0dc2
Adds two unscored Soviet-era entries (1987 anti-alcohol campaign administrative-pressure decree, 1990 MVD extramural-treatment ruling) with explicit union-versus-republic-code caveats, instead of inventing an unrecoverable LSSR-code scored step. Rewrites 2006 large-quantity-max entry with a reviewed unscored reason (maximum rose, alternatives retained). Links 1994 accession to the 1987 decree. Adds a 362-word article for the 1987 decree and a research note. Chain re-checked: 1940 100->17, 2017 17->11, 2019 11->12; history 39/39 pass, answers 27/27 pass, build renders 4225 pages.
