On 25 October 1990 the USSR Committee for Constitutional Supervision declared criminal liability for illicit drug use unconstitutional, three years after a decree had introduced it.[1] Possession stayed criminal. Issued as the union was breaking apart, the conclusion removed the use offence while leaving the rest of the drug law in place.[1]
