# Bulgaria hemp permit threshold, 23 October 2026

Issue #42. Cultivation stays at 0 and access stays at 0.

Ordinance No. 1 of 12 March 2018 was read on lex.bg. Article 1, as amended in State Gazette No. 40 of 2023 and in force on 5 May 2023, permits growing hemp below 0.3% THC in the leaf mass and the flowering and fruiting tops, for fibre, for seed for feed or food, or for sowing seed. Article 18 requires a crop over 0.3% to be destroyed. The application declares that the leaves and the flowering and fruiting tops will not be taken, used or processed. The grower must be a registered farmer and must declare no conviction under articles 242 to 242a or 354a to 354c of the Penal Code. The permit lasts three years.

The Ministry of Agriculture and Food's current permit page uses the same below-0.3% figure, charges no fee, and issues the permit for three years.

Article 29(1) of the Narcotic Substances and Precursors Control Act, on the ExLege consolidation that was read, still says below 0.2%. The profile states both figures and does not treat the conflict as a decision on criminal liability for a crop between them. The State Gazette issue of the parent statute was not opened. The European Commission hemp page named in the issue was not opened.
