Under the Law Regulating Drug-Related Activities,Article 34 sets one to three years and a fine for possessing less than 2 g of an illicit drug carries one to, and three to six years in prison;and a fine for 2 g or more carries. On 16 November 2012 the Constitutional Chamber held that possession for one's own use is outside criminal punishment, and that those two bands must be read that way. The weight is one factor among others, not a heavier sentencerule by itself. TherePrison remains when the court finds the drugs were meant for trafficking, cultivation, processing or promoting use. +- Justia text of the Ley Reguladora: Article 34 sets one to three years and a fine for less than 2 g, and three to six years and a fine for 2 g or more. A purpose of doing what the previous article covers is six to ten years. Article 31 sets five to fifteen years for sowing or growing without authorisation. https://el-salvador.justia.com/nacionales/leyes/ley-reguladora-de-las-actividades-relativas-a-las-drogas/gdoc/
- Constitutional Chamber, 70-2006 and joined cases, San Salvador, 16 November 2012. Possession for one's own use is outside criminal punishment, and incisos 1 and 2 of Article 34 are read that way. Weight is one factor. Prison remains when the drugs were meant for trafficking, cultivation, processing or promoting use. Fallo point 4 says holding less than 2 g is still punishable when that purpose is proved. https://www.jurisprudencia.gob.sv/visormlx/pdf/Inconst70-2006.pdf

The live PDF host returned an error. The text used is the extract of that same PDF. The 2020 appellate HTML pages named in the issue also failed to download. The 2022 state-of-exception news articles were not reopened, so that practical warning is not restated. Scores stay at possession 0 and enforcement 1: a proved trafficking purpose still brings one to three years for less than 2 g, and no practice study was read.

- Manitoba Cannabis Regulation, M.R. 120/2018, sections 49 and 50, marked M.R. 33/2025. A person 19 or older may grow up to four plants in their ordinary residence, the household cap is four, and the plants must be indoors and inaccessible to young people, from non-illicit seed or plant material. The consolidation says it has been in effect since 1 May 2025. https://web2.gov.mb.ca/laws/regs/current/120-2018.php
- Manitoba government page: home growing is allowed as of 1 May 2025, up to four plants, indoors. https://www.gov.mb.ca/cannabis/knowthelaw/print,growathome.html
- Quebec Cannabis Regulation Act, section 10: personal cultivation is prohibited. Four plants or fewer in a dwelling-house is a fine of $250 to $750. https://www.legisquebec.gouv.qc.ca/en/document/cs/C-5.3
- Newfoundland and Labrador FAQ: four plants, indoors only, including a secure adjacent building. Growing outdoors is not permitted. https://www.gov.nl.ca/cannabis/frequently-asked-questions/
- Northwest Territories Liquor and Cannabis Commission: four plants per household, grown indoors. https://www.ntlcc.ca/en/cannabis

The national cultivation score stays 4. The Manitoba change is provincial.

## Portugal

- Highway Code article 81, paragraphs 1, 5 and 6(b), on the PGDL consolidation: driving under the influence is forbidden; influence of a psychotropic substance is what a medical or expert report says after the statutory examination; the fine is 500 to 2,500 euros. https://www.pgdlisboa.pt/leis/lei_mostra_articulado.php?artigo_id=349A0081&nid=349&tabela=leis&ficha=1&pagina=1
- Article 157: tests where there are signs of influence, and after a crash with a death or serious injury. A positive screen bars driving for 48 hours unless a new screen is negative sooner. https://www.pgdlisboa.pt/leis/lei_mostra_articulado.php?artigo_id=349A0157&nid=349&tabela=leis&ficha=1&pagina=1
- Supreme Court judgment 10/2024, published in the Diário da República on 15 July 2024. The holding decides an insurer's recourse. Mere detection is not enough. The case had 0.8 ng/mL of THC and 4.3 ng/mL of THC-COOH and no medical or expert report that those levels could diminish driving capacity. https://files.diariodarepublica.pt/1s/2024/07/13500/0000700039.pdf

Driving status moves from zero to impairment because the offence is the reported state of influence. The Lisbon appeal of 6 March 2025 and Law 54/2023 were not opened. The old driving-ban length and the three-year criminal figure were not in the articles read, so they are not restated.
