There is no legal recreational market. Since 2021 police may deal with 14 g or less by a $200 fixed-penalty notice payable within 30 days, with no court appearance and no conviction; under-18s are also sent for assessment and counselling.[@bill,gis] Rastafari sacramental use is allowed within registered places of worship only, and growing for personal use stays unlawful — cultivation needs a medicinal licence or registered worship status.[@cijn,mci_act,bt]

There is no legal recreational market. Simple possession of seven grams or less is exempt from the possession offence, but police may still seize any amount and supply intent can be prosecuted below that weight.[@decrim,drugs] Growing, supply and unauthorised imports or use remain offences, and the broader licensing plan was blocked in 2022.[@drugs,blocked]
