Selected from the Europe ranking after the previous five-country pass: Portugal, Slovenia,
Andorra, Belarus and North Macedonia. Countries already addressed in the preceding pass are
skipped. Existing dirty/staged work, including the previous expansion note, is left alone.

## Portugal

Read original Decree-Law 15/93, Rectification 20/93, current drug and personal-use laws,
2008 Supreme Court ruling, 2023 clarification, 2025 Constitutional Court ruling, 2025 synthetic
cannabinoid scheduling and 2026 HHC scheduling, and the original 2023 hemp order. The first
printed five-day quantity was corrected to three days before the law commenced on 21 February.
The existing 1993 score vector is unchanged; its event date now follows commencement.
HHC and ADB-BUTINACA controls do not alter whole-point plant-cannabis scores. The hemp chip
was inconsistent with its already-correct 0.3% text and is corrected without a score change.
No new adult retail or home-growing authorisation was verified. Club accounts remain weak and
conflicting; no new claims were added to them.

Portugal validation: profile audit 0 errors/0 warnings; selected-page build succeeded with all
tests and citation/collection validation. Seven rendered pages inspected, including the hemp
status and both articles. Snapshot: `.cache/expansion-europe-2/pt-review/`. Commits use a private
Git index so other agents' staged files cannot be swept into this batch.
