# Seychelles: the 1882–1990 gap — 26 October 2026

Read DATA-MAINTENANCE, WRITING and BOOKS guidance. A current timeline audit found
Seychelles had the largest post-1800 interval between recorded events: 108 years,
1882–1990. The new records reduce it to 53 years, 1882–1935. The first-ban account
and inherited score reconstruction remain research targets.

## Material actually read

- Downloaded and read all three pages of E/NL.1953/52, reproducing Seychelles
Ordinance 35 of 1948. It names the principal Ordinance 26 of 1935. Section 5
adds section 15(l), preparations from Indian-hemp extract/tincture except those
capable of external use only. Parliament passed it 29 December 1948; assent,
bracketed date and Gazette No.3 publication are all 10 January 1949. Visually
checked the product exception and publication line on printed p.3. The history
uses the published/bracketed date, not the year in the ordinance title.
  https://digitallibrary.un.org/record/1297583/files/e-nl-1953-52-e.pdf
- Read the complete catalogue entry for C.207.M.150.1937.XI in Gale's League of
Nations reel listing, printed p.1799, reel XI–22. It identifies the text of
Ordinance 26 of 1935 and its general import/export/sale/manufacture/use scope.
Together with the actual later ordinance this supports a bounded 1935 adoption
record. **The original 1935 text was not recovered:** do not claim it newly
prohibited cannabis, supply a penalty or assign an exact commencement date.
The 1937 circulation date is not treated as enactment.
  https://assets.cengage.com/gale/psm/3028000R.pdf
- Downloaded and read all three pages of E/NL.1982/40, reproducing Act 14 of
1982, especially the cultivation wording and replacement sections 24 and 27.
Visually checked p.1's plant wording and dates. Passage 22 June, assent
23 June 1982; the UN circulated it 6 August 1985. No separate commencement
notice was recovered. The history therefore records enactment year 1982,
not an invented operative day. Search conditions differ for border arrivals,
suspected premises/vehicles and personal searches; the article preserves them.
  https://digitallibrary.un.org/record/109513/files/e-nl-1982-40-e.pdf
- Read the complete reproduced trial judgment R v Francois (2000) SLR 103,
delivered 26 July 2000: involuntary confession excluded; knowing possession
found; 166.4 g resin after excluding two smaller pieces; threshold strictly
**more than** 25 g; packaging supported trafficking; cash/untested knife did
not by themselves establish it. The final order convicts. The ruling explicitly
  dates the 1990 Act's commencement to **1 July 1995**, under S.I.52/1995. This
supports correcting the existing adoption description and adding commencement
separately. The 25 g rule is described in the 2000 case, not backdated to an
  unexamined original 1990 schedule.
  https://sheriahub.com/cases/sc/caselaw/r-v-francois-co-34-of-1998-2000-scsc-11-26-july-2000
- Retrieved the Francois appeal listing dated 6 April 2001; it contained no
substantive judgment. No appeal result or finality is claimed. Do not date
older decisions mentioned in the trial judgment from their case-filing years.
- Read the complete substantive 7 April 2016 Nation report for the later context:
unanimous passage, Charles Bastienne's reasons, sentencing discretion,
rehabilitation and the Criminal Procedure Code change allowing suspended terms.
Actual June commencement remains documented by the existing 2016 entry.

## Retrieval and further leads

UN Digital Library failed through the web tool, but direct download recovered
E/NL.1982/40; the symbol API returned HTML, not a PDF. The same API did recover
E/NL.1953/52. Local signature checks and text extraction distinguish them.
The original 1935 ordinance and 1939 regulations remain targets. SeyLII's 1990
consolidation was blocked; its indexed header is corroboration only, not a claim
to having read that full statute. Twomey's legal-history PDF returned 410.

Read Mills, Cannabis Britannica (2003), printed p.180 and pp.193–194 from the
existing local text, including title/copyright transcription. The book describes
a ten-ton cargo purchased in Bombay in 1922, detained nearly four months by the
Seychelles governor and released when he found no ground to hold it. Its local
arrival/release date is not explicit within the 1922–1924 story, so no dated
Seychelles event is invented. The catalogue records these selected pages and the
correspondence follow-up. This is Mills's account of archival records, not a claim
that the underlying Colonial Office files were read.

## Scope and scores

Added five records: 1935 foundation, 1949 extract preparations, 1982 plant/search
amendment, 1995 commencement and the 2000 trial ruling. Replaced the 1990 entry's
Wikipedia-only account with the trial court's distinction between enactment and
commencement. Two articles explain the 1982 rules and the 2000 ruling.

Country scores/statuses and all existing `before` vectors are preserved. The new
legislative context has explicit unscored reasons: existing prohibitions, limited
preparation/wording changes, and insufficient original schedules for historical
sentencing-band reconstruction. The trial decision applies existing law. Retaining
vectors does not validate the inherited 1882 drop or resolve the 1994/1995
sentencing history. The full 1982 second amendment is also outstanding; the
retrieved Act 14 expands search/cultivation rules and must not be conflated with
that separate trafficking amendment.

## Validation

Compare all existing history objects with the baseline except the named 1990 edit;
verify stable score vectors and profile bytes. Check article length (350–500
words), references, internal links and new entry IDs; run history/answer tests,
score triage/chain and the production build. Inspect the country History tab,
new pages and history exports before committing only this pass's changes.

Results: all 40 history and 39 answer/profile tests pass; the production build
passes (4,286 pages). Five new event pages, the corrected adoption page, both
articles, country history and CSV exports were checked. Browser checks confirm
all five additions in the History tab and the 1982 article’s references. The
Seychelles chain has no flagged steps and triage has no open entries. Baseline
comparison preserves all existing records except the intended 1990 revision,
all score vectors and the country profile byte for byte. Articles contain 392
and 402 words with four sections each.
