history: add Hungary 1930 first drug law article, upgrade entry
New 372-word article on Act XXXVII of 1930 incorporating the 1925
Geneva Convention: verified against the act on Jogtar (section 1
incorporation, Indian-hemp definition), the League's 1935 import
certificate study (UN Digital Library, Article 11 hemp rules), and
a Hungarian law paper (first rules via transposition only; 1961
and 1978 follow-ups). Entry gains both primary sources plus
per-sentence citations. No scores or timelines changed. Build OK,
history:test 40/40, answers:test 39/39. Index contains only this
pass's files; concurrent-writer changes left in the worktree.

Act XXXVII of 1930 introduced Hungary's first rules on narcotics by incorporating the 1925 Geneva Opium Convention into Hungarian law.[@2] A Hungarian law paper says that until then drug use and trade had not shown up in legislation, and that Hungary limited itself to putting international conventions into law.[@1] The incorporated convention defined Indian hemp and required special import certificates for its resin and ordinary preparations.[@2,3]

+
+- Act XXXVII of 1930 on Jogtár (net.jogtar.hu, read in Hungarian):
+ "1930. évi XXXVII. törvény a Genfben 1925. évi február hó 19-én kötött
+ Nemzetközi ópiumegyezmény becikkelyezéséről" — section 1 incorporates the
+ Geneva Convention into the laws of the country; section 2 prints the
+ official Hungarian text; Article 1 defines Indian hemp as the dried
+ flowering/fruiting tops of the female Cannabis sativa with resin
+ unextracted, under any trade name. Jogtár web pagination ignores the page
+ parameter and the print view renders empty, so only the first web page
+ (title through Articles 1–4) was read; the hemp trade articles come from
+ the League document below.
+- League of Nations Advisory Committee, C.434.M.225.1935.XI (Geneva, 2 Nov
+ 1935), via UN Digital Library PDF (read via pdftotext): Article 11(1)(a)
+ special import certificates for hemp resin and ordinary preparations
+ (hashish, esrar, chiras, djamba) with stated purposes and no re-export;
+ Article 11(1)(b) hemp imports only for medical/scientific purposes;
+ numbered registers, export authorisations, bonded warehouses and free ports.
+- Antal Nagy, Jogi Fórum 2022 (read in Hungarian): no drug legislation
+ before the early 1930s; Hungary confined itself to transposing conventions
+ with Act XXXVII/1930 as the first rules; 1961 Act V (public-order crimes,
+ substance list by 1957 health decree); 1978 code (small-quantity concept,
+ blurred consumer/dealer line).
+
+Entry `hungary-first-drug-law-1930` gains the Jogtár and League sources and
+per-sentence citations; description otherwise unchanged.
