+# Triage: Haiti 2001, Honduras 1989 and Palau 2026 closed as reviewed

+Research checked on 26 October 2026. Read `DATA-MAINTENANCE.md` (triage and
+timeline rules), the three entries with their profiles and timelines before
+editing. No web search was needed: all three decisions rest on the entries'
+already-checked sources and the current profiles. Three open triage items
+closed with `unscored` reasons; no scores, profiles or timelines changed.
+
+## What changed
+
+- `haiti-drug-law-2001` (2001-09-24, tightening): `unscored` — the 2001
+  law underpins today's prohibition (profile summary and Article 63 text);
+  no user-band change against the 1925-based floor, so the estimate
+  retains the first drop.
+- `honduras-drug-law-1989` (1989-12-13, tightening): `unscored` — the 1989
+  regime was superseded by the 2020 Criminal Code behind today's scores
+  (profile; Articles 16 to 30 repealed); no remaining band movement.
+- `palau-drug-law-2026` (2026-05-07, tightening): `unscored` — reports
+  concern methamphetamine and do not establish how marijuana penalties
+  changed; no scored cannabis-specific change.

+Triage now reports HT, HN and PW at 0 open each.

+## Not done here
+
+- Nicaragua's 1999 Ley 285 reform was examined and left open: the profile
+  reflects the later 2010 Law 735 regime while the chain carries only the
+  1964 step, so scoring or closing 1999 needs a 1964/1999/2010 penalty
+  comparison first. It is real research, not a triage reason.
+
