South Yemen's government passed Law No. 38 of 1976, which banned the consumption, sale and purchase of qat on most days of the week and took effect on 2 January 1977. Sales were confined to government-controlled markets, state farms and cooperatives were barred from growing qat, and Hadramawt and Al-Mahra imposed a complete ban. A Politburo member caught chewing on a weekday was jailed for two months, and eight farmers in Al-Dhale were sentenced to death before the sentence was reduced. The law dealt with qat alone.[1]
