Operation Green Merchant, led by the Drug Enforcement Administration from 1988 to 1992, went after shops selling equipment for growing indoors. It started from advertisements in the magazines High Times and Sinsemilla Tips and traced deliveries through parcel records; a Dutch seed bank was among the targets. The raids of this day brought more than 100 arrests. In all there were 1,698 arrests, and 3,794 indoor gardens were seized.[1]
